Is a deep cover CIA agent who worked on Project Red Bell with Robert Hawkins, Sarah Mason, Victor Miller, and Chavez under Valente. In Reconstruction when Chavez and Hawkis reunite, Chavez reveals that the two of them and Cheung were the last remaining members. Cheung remained loyal to the US federal government after the September Attacks and became deep rooted as a Jennings & Rall employee in the headquarters. Once Hawkins and Jake reached Cheyenne, Hawkins contacted him through a coded fax message. The two reunited, but Cheung refused to trust Jake. Hawkins and Cheung expressed little feelings towards another. He is killed in the series finale by John Smith in Cheyenne.
