John Tomarchio was a male individual who served as the President of the Allied States of America, a nation which rose to prominence following the September Attacks, a series of nuclear attacks that destroyed 23 American cities. Tomarchio had formerly had served as the senator for Wyoming, in the pre war United States government. Tomarchio, along with Thomas Valente and several, others used the September attacks as an opportunity to assume control of the United States during the power vacuum following and formed a new splinter government, known as the Allied States of America.

Following the end of the Jericho-New Bern war, Tomartio hoped to rally the citizens of Jericho and the surrounding region behind the Allied States flag, and to that end participated in a whistlestop tour across Kansas. In the leadup to this, advance agents serving in his administration including Chris Calley, the President's Deputy Communications Director, landed outside of the Richmond farmhouse and after a brief discussion with Stanley Richmond decided it would be the place the President gave his address to the nation.[1]
